And saw a tutorial on how to make an "electrified" effect using Photoshop. So i tried it, and here's what I got:
I tried to find a way to do this same effect in paint shop pro, but was unable to find a "wind" type effect that makes this look the way it does. Any ideas?

It takes about 5 minutes to watch it, and ait takes less time than that to actually do it. pretty neat stuff.
