New Vid Card, need some help... :)

Ok, the new GeF4 Ti 4400 is here and installed. The problem is that it isnt running all that smooth nor is it running games like NWN and games like Tribes putt along as though i have no graphics card. I installed the latest drivers for the card.<br><br> system specs:<br>Mobo: ABIT KT7A-RAID<br>256 Ram<br>AMD T-Bird 1.0 ghz<br><br><br> also when i scan down on web pages i get that block or step effect where the page jumps down... you know what i mean <!--EZCODE EMOTICON START :) --><img src=http://www.ezboard.com/intl/aenglish/im ... /smile.gif ALT=":)"><!--EZCODE EMOTICON END--> So is this something i can fix myself being the computer tard that i am or should i take it to the shop. Yes, I am an idiot. I turned acceleration off to try to fix my old card... sigh. What would i do without you X-MEN?
