New computer for a friend

My buddy wants a new computer to use as a picture warehouse, home movie editor, DVD burner, CD burner, because he has a new daughter and is not tech savy.<br><br> His budget is right around $400. I am building it myself but need to find a cheap barebones with motherboard and power supply because I don't know how to do that part. The rest I can pretty much handle. Plus It will be fun to learn more.<br><br> Can anyone give me a heads up on any ideas? <p></p><i></i>

Thanks for the info Ice, He actually decided right after that to go for an eMachines that was on special for $450.
