New Laptop
My current one is from 2008. It runs and still works for what I use it for. (Occasional minecraft, storing photos and putting music onto my apple products.) Other then what I previously mentioned, I don't really use it for internet browsing and email as my iPad is just too convenient.
I've been throwing around the idea of upgrading to a new one that would be able to run Tribes Ascend on medium/good graphics with smooth gameplay.
But, I'm not looking to really spend a bundle.
Is there anything out there nowadays that I could get that would fufill the system requirements for T:A, have a 17" screen and not put me over $400? (Just a little over I could probably swallow) .

I think the good graphics + 17" are going to push your price over $400 unless you catch a killer sale. Pretty sure you could get a 15.something screen and do it. Or pay just a little more and get it.

Outside of craigslist, I'm not sure where you could find something like that for 400 or under. I don't know that T:A will run very well with intel integrated graphics. I ran T:A (and still do sometimes when I travel) on my laptop with a geforce 7600 go... from 7 years ago. It works, just only 12 fps on most maps with lowest settings.
Based on what I've heard of intel integrated graphics, I'd say good luck getting above 10 - 15 fps on most maps, and forget about being able to be in large fights unless you can get good at guessing where folks are and where they will be. It might help your mad skillz?
15 inch is still playable, and you can more easily find an AMD integrated graphics solution (latest stuff is pretty good), or go with an i5 and a halfway decent graphics card (probably nvidia based on what's out there).
I'd stay away from an i3 based laptop or the lower end AMDs if you plan on doing latest or previous generation games.
Definitely spend the money on RAM if you can afford it. Integrated graphics or not, you'll need the RAM.

You CAN find one on craigslist for that price...you just have to be patient. Look for any of the MSI/ASUS/Dell XPS models and make sure they have a Radeon/Geforce card in them.
Then go to here and find the model in the laptop to see what it can do for games. I use this site ALL the time.

I have an ASUS i7 laptop with the GeForces 540M video and it runs everything pretty nicely. But I paid about $750 for it last year.
